Now, on behalf of the Dalian Municipal Government, I will submit the government work report to the Congress for its reviews and for the comments from the members of the Dalian Municipal Committee of the Chinese People's Political Consultative Conference.

 

 

Last year, under the correct leadership of the CPC Central Committee, the State Council, CPC Liaoning Provincial Committee, Liaoning Provincial Government, and CPC Dalian Municipal Committee, the Municipal Government carefully implemented the scientific outlook on development, led all the citizens to seize opportunities, brave difficulties, worked in a down-to-earth manner and an innovative spirit, and completely fulfilled all the tasks assigned in the 4^th session of the 13^th People's Congress, making it a good start for the Eleventh-Five-Year plan.

 

The estimated GDP in Dalian in 2006 was RMB 256.9 billion Yuan, up 16.4 percent over the previous year. The local energy cost per GDP RMB10, 000 Yuan has dropped by 4.4 percent and the total discharging volume of main pollutant decreased 2.5 percent. Dalian accomplished the fixed assets investment in the whole society of RMB 146.9 billion Yuan, up 32.3 percent; the estimated local fiscal revenue of RMB 19.61 billion Yuan, up 29.5 percent; consumer goods retail realized RMB 83.93 billion Yuan, up 14.7 percent; self-operated export of USD 15.65 billion, up 25.9 percent; FDI that has been actually used reached USD 2.24 billion, up 124 percent; average urban per capita disposable income got to RMB 13,350 Yuan, up 11.3 percent; and average per capita net income for rural resident of RMB 6,984 Yuan, up 18.3 percent.

 

Last year was a year in which efforts of former governments and the old industrial bases revitalization turned into effects, a year that economy and social undertakings went onto a sound and rapid rail, a year that economic vigor and momentum grew extraordinarily, also year that urban and rural people benefited the most. We firmly seized each opportunity granted by history, steadfastly braved all difficulties in course of revitalization and development, and settled deep-rooted conflicts and problems in economic and social development so that we took the lead in revitalization, maintained the predominant position in regional competition, and all our work made obvious achievements.

 

1. Port's core function being comprehensively upgraded and fundamental framework for the international shipping center been available.

 

The application for Bonded Port Area succeeded. With joint efforts and unrelenting hard work, the State Council officially approved the establishment of Dalian Dayao Bay Bonded Port Area. The bonded port area, one of the special economic zones in China, is of the highest opening-up level, enjoys the most favorable policy and has complete function. It provides precious support of policy and function for construction of international shipping center, which marks a new stage in the opening-up process.

 

The construction of port infrastructure was fully promoted. Investment for construction has reached RMB 7 billion Yuan, with 23 newly-constructed berths and additional handling capacity of 50 million tons available. The automobile logistics pier was built up and put into production, Dalian Bay general cargo berths were completed, sea-route reform and enlargement project was also completed and put into use, and Dalian-Yantai railroad ferry was thrown to pilot run. Construction of Dayao Bay 6 berths in its 2^nd and 3^rd phase and exploitation of the north bank went smoothly, and that of 3 general berths in Changxingdao Island public port area was sped up. Movement of east port area of Dalian Port has been fundamentally completed. Cleaning-up of southern sea was completely finished. Port throughput over passed 200 million tons, and containers throughput reached 3212 thousand, an increase of 17.3 percent and 19.5 percent. Passengers throughput of both air and port reached 6350 thousand, and goods and mails throughput got to 1450 thousand, an increase of 17.5 percent and 12.4 percent. Additional 9 international routes were available, becoming a key airport linking Japan, Korea and Russia with our country.

 

The construction of the transportation system integrating various logistic means has been sped up. Jinyao Railway Dual Line has been completed and put into operation. Major projects including Tuyang expressway, the connecting line between Shengda and Danda expressway and the western part of Dazhuang expressway have been finished basically. The construction of Beach Road started. Comprehensive Customs Clearance in ports has gained effective achievements.

 

 

There were breakthroughs in economic restructuring and construction of large projects. A number of large projects have been finished and put into operation such as the wind power facility of DHI¡¤DCW Group, precision bearing base of Wafangdian Metaurgical Bearing Group, 300,000 DWT floating dock of Zhong Yuan (Cosco) Shipyard, DEUTZ Engine of No. 1 Automobile Group in Dalian, 30,000 engines of Volkswagen Group, etc. Some projects in machine tool group such as numerical control and industrialization of functional parts have been accelerated. Several projects have got started like the new platform construction of DSIC, Angang New Steel Group----2^nd session of ThyssenKrupp, dimethylbenzene of Fujia Dalian Petrochemical Group, dimethylbenzene of Yisheng Dalian Petrochemical Group. Cooperation contract for heavy equipment of China International Marine Containers Group, with an contract investment of RMB10 billion yuan, has been signed. Industrial centralization has been sped up and manufacturing base for coastal equipment at Dalian Bay has taken into shape. The relocation and restructuring of Dahua Chemical Group, Dalian Steel Group and Dalian Cement Group went on smoothly. The development of recycling economy has been greatly improved. Top priority was given to support the ten economic model items for industrial cycle such as fuel battery and sewage reuse, popularize the ten technologies and products for energy and water saving such as water source heat pump and electricity generating by wind power. Among the national projects of large equipment research and production, our city has made significant breakthrough in 7 fields. The supporting role of four industrial bases, namely petrochemical industry, electronic information and software industry, equipment manufacturing industry and shipbuilding industry, becomes more prominent. The increased value of State-owned Enterprises(SOE) and non-SOE with sale revenue of over RMB 5 million Yuan has reached RMB 85.18 billion Yuan, increasing 27.6 percent, among which RMB 22.85 billion Yuan is from equipment manufacturing industry accounting for 26.8 percent of the total value increased.

 

High-tech industry enjoyed accelerated development. Construction of software area at south road, Lvshun has been pushed forward smoothly. The main part of Tengfei software park of Singapore has been finished. We launched the construction of Neusoft international software park, reformed the industrialization base of Qixianling in an all-round way, sped up the construction of Cartoon Corridor. The new and high technology industrializations, such as software and information service, photoelectron, numerical control machine tool and new material, have come into being. Our city has been awarded by the central government the first national title China Outsourcing Base City. The municipal output value in high-tech industry has reached RMB 173 billion Yuan, increasing 31.1 percent. The sale revenue in software is RMB 14.5 billion Yuan and the export value reaches RMB 450 million Yuan.

 

 

Financial industry has been developed healthily. The construction of international finance center in Xinghai Bay Financial & Commercial Zone was carried out smoothly. Five investment-attracting projects with total investment of RMB 4.5 billion Yuan including Financial Tower and Trust Tower have settled down. RMB 3.41 billion yuan was added to Dalian City Commercial Bank. Dalian Commodities Exchange was permitted to list bean oil future, and its corn future exchange volume rocketed to No. 2 in the world. Dalian Petrol Exchange hung out its shingle. The transaction volume and value at Dalian North Grain Exchange Market both ranked No. 1 among its national counterparts. Dalian has been awarded ¡°China Best Ten Cities for Financial Ecology¡±.

 

The development momentum of logistics industry is sound. 45 enterprises have taken residence in Dalian Bonded Logistics Park. 7 container railway lines are opened connecting Dalian with Shenyang, Changchun, Harbin and etc. 160,000 TEU have been transported through sea-air combined transportation annually.

 

Commerce in both urban and rural areas has been developed harmoniously. Several commercial streets with local features such as Xinghai New Plaza have been completed. Qingniwa Commercial Street has been awarded China Famous Commercial Street. There are 1,472 rural groceries and chain stores specialized in agricultural-related goods either newly built or rebuilt. The circulating network of rural modern commodities has been formed basically.

 

Achievements in tourism and exhibition industries are outstanding. Dalian has passed the examination and check before being accepted as ¡°The Best Tourism City in China¡±. A number of large tourism projects have been put into operation such as the theme park, Golden Pebble ¡¤ Discovery Kingdom, welcoming tourists from home and abroad of 22.2 million annually. The annual gross income of tourism is RMB 26 billion Yuan, increasing 23.3 percent. 119 exhibitions and fairs have been held such as 1st China (Dalian) International Garment and Textile Fair. Exhibition space covers 878,000 square meters, increasing 22.6 percent. Dalian has successfully applied for hosting WEF Conference of Global Growth Companies in 2007.

 

4. Strengthening intra-county economies, and the starting period for new countryside construction being sound.

 

Intra-county economies enjoyed rapid growth. With further support, RMB 1 billion yuan from municipal fiscal revenue was invested on the infrastructure construction of One-Island and Ten-District, the foundation for the future development of county economy has been laid solidly. Generally speaking, the growth rates for major economic indices in various districts, counties and county-level cities are higher than the average level of the whole municipality, which became a new economic growth point.

 

Development of modern agriculture sped up. The gross production value in agriculture, forestry, husbandry, fishery and service industries has reached RMB 39.05 billion Yuan, increasing 13.9 percent over previous year. There are 56 leading enterprises newly established with investment of over RMB 10 million Yuan in agricultural product processing sector. The export value realized in agricultural products is USD1.5 billion, increasing 20 percent. Newly introduced agricultural varieties and technologies are 289. Emphasis has been put on spreading ten agricultural efficiency-improving technologies. Work on animal epidemic disease prevention and control such as avian flu has been up to the national standard.

 

Rural environment has experienced significant changes. The master plan for building demonstration village in new countryside has been finished. 220 industrial projects have been introduced recently and 121 ecology-friendly villages have been built. The cross-sea water drawing project in Changhai County has been completely with 122 drinking water projects constructed which guaranteed safe drinking water supply for 130,000 peasants. 550 households are relocated due to ecological consideration. There are 144 general entertainment rooms and places for cultural and sport activities newly built for peasants.

 

5. Indigenous innovation capabilities are improved continuously. The construction of innovative city has been pressed ahead comprehensively.

 

Views on Improving Indigenous Innovation Capabilities and Accelerating Construction of Innovative City has been tabled, which defines the medium and long term plan for scientific and technological development. The annual number of patent applications is 7,104, among which 1,409 is invention patents, increasing 42.2 percent. 6 applications have been awarded National Natural Science Award, Technological Invention Award and Science &Technology Progress 2^nd Prize.

 

Important scientific and technological projects have achieved breakthroughs. 385 scientific and technological projects have been implemented. 8 important scientific and technological special projects were implemented with great attention which got RMB 1 billion yuan special fund from the State and the province. The high quality blue-green expiatory slice project with annual output of 300,000 slices has been put into operation. Fuel-cell sightseeing bus has been operated as a demonstration project.

 

Construction of innovative platform is accelerated. The building of Dalian Science and Technology Innovation Park, Chinese Academy of Sciences has been launched. 30 incubations for scientific and technological enterprises have been developed, covering 600,000 square meters. 38 R&D centers and enterprises technique centers were newly set up, and the scientific and technological loans increased to 1.2 times of those of last year. Dalian Software Intellectual Property Rights Protection and Service Center has been put into operation.

 

Support has been given to enterprise for indigenous innovation. We pushed forward a series of innovative items with independent intellectual property right, such as high-power AC drive electric locomotives. There are 1,650 projects of new product development completed. 7 products such as Raiser pesticide were selected as China famous brands and China famous products.

 

The team size of innovative talents has been expanding. 3 enterprise post-doctor working stations were added. 5 individually-run enterprises in high-tech industry have established post-doctor scientific and research bases. Talents training centering in name of Sino-Japan friendship has been constructed and put into use. We successfully held the fair of Week for Overseas Scholars¡¯ Starups in Dalian and Recruitment Fair for Overseas Talents in Japan. There were more than 60,000 talents introduced to Dalian from home and abroad.

 

 

Reform of SOEs was deepened further. 19 municipal large SOEs have been restructured with accumulative total restructuring rate of 95.7 percent. Strategic cooperative relationship has been established with 15 large enterprises domestically and internationally. 16 listed enterprises have completed equtity division reform. RMB 670 million yuan of SOE's bad loans was disposed, and 1.29 billion yuan of stocks of debt transfer enterprises was bought back. Dalian Public Transportation Group Co., Ltd. has been organized after integration.

 

Other reforms have been implemented further. Reform on investment and financing system has been speeded up. Public bidding for 3 waste water treatment plants has been finished, introducing RMB 400 million Yuan from society. 6 enterprises such as Dalian Port Corporation and Dalian Zhangzidao Fishery Group were listed successfully at home and abroad, with capital financed of RMB 3.68 billion Yuan. Fiscal and financial system has been further completed. Reform on rural credit cooperatives has achieved effective results. Reform on urban heating system has seen breakthroughs, and the centralized payment and collection of treasury system has been completed. Ministry of Construction has confirmed Dalian as the pilot city for the heating system reform.

 

Individually-run economy enjoyed fast development. 10 service platforms in financing and training have been established and completed, which promoted connection between banks and enterprises, increasing loan extended to individually-run enterprises of RMB 7.7 billion Yuan. We implemented the development projects for small to medium sized enterprises, aiming to develop such enterprises of private sectors, which fostered 145 projects each with the investment of over RMB 100 million yuan. We nurtured and identified a group of startup bases for small sized enterprises at provincial and municipal level. Annually, value added in individually-run economy is RMB 141.1 billion Yuan, increasing 23.2 percent over the previous year.

 

 

The introduction of foreign investment was featured with wider scope, larger project and higher quality. The number of newly-approved foreign-funded enterprises was 853, among which 141 were large projects with investment exceeding USD10 million. Service outsourcing and absorption of foreign investment for modern manufacture industry got upgraded. Headquarter and housing oriented economies developed quickly. We successfully held a series of activities, such as ¡°Dalian Week¡± in Japan and ¡°Views of Dailan by Overseas Chinese Businessmen¡±. We also organized and held Projects Promoting Fair of Zhujiang Delta and Changjiang Delta Area. The introduction of domestic investment reached RMB 20 billion Yuan, increasing 39 percent year-on-year.

 

The influence of pioneer economic open areas is further strengthened. Dalian Development Area has achieved a breakthrough in introducing leading projects, whose actually utilized FDI accounts for one-third the municipal total. The Bonded Zone witnessed the settlement of 4 logistics companies whose investment exceeds USD100 million. Dalian Hi-tech Industrial Park succeeded in introducing 7 projects invested by Fortune 500 multinationals. Changxing Island Harbor Industrial Zone has seen the registration of 28 projects with the total investment of RMB 13.34 billion Yuan, and the whole exploitation project was listed as the operation project of the governments of China and Singapore. A number of large projects were contracted and the construction has been launched, such as Korea STX Shipbuilding Yard and IMC Singapore. Huayuankou Industrial Zone totally introduced 37 projects with the total investment of RMB 7 billion Yuan, among which 7 have entered into production.

 

The external trade maintains healthy development, and self-operated export accounts for more than 60 percent of that of the provincial total. The percentage for the export of mechanical, electronic and hi-tech products got to 70 percent.

 

 

The construction of infrastructure has been enhanced. Year 2006 saw the completion of 201 leading urban construction projects with the total investment of RMB 26 billion Yuan. Construction of Zhuanghe power plant was accelerated and the project of Liaoning Hongyan River nuclear electricity generation station went on smoothly. Pre-phase work of a number of projects such as Harbin-Dalian rail special line, urban subway and new railway station was propelled in full swing. Reform and expansion project of Jiaojin Mountain tunnel, the western expressway, Shengliqiao road, Beigangqiao road and Caishiqiao road were all complete and put into use. The expansion and rebuilding of 10 artery roads located in city center have been completed. Rebuilding and expansion of the rail of No. 201 and a road for emergency from Dalian city to Dalian Development Area (DDA) were both pushed forward rapidly. 614 urban roads have undergone maintenance, with the total area of 1.61 million square meters. The construction of rural road network reached to 906 kilometers. The aim of making every village connected with blacktop is realized a year ahead of the schedule. The main body of the 2^nd phase for New Coal Gas Plant has been completed, and 40-kilometer-long gas pipe network was reconstructed. No. 1 generation unit for the 2^nd Phase of Xianghai Thermal Power Generation Plant entered into operation, which made the central heating supply available for the old urban area of 120,000 square meters and newly-added heating-supply floor space of 3.984 million square meters. 75-kilometer-long water-supply network, 182 secondary pressure pumps stations and 50,000 households¡¯ internal water supply pipes have been restructured. 30 kilometer long drainpipe network in downtown has been upgraded.

 

Comprehensive improvement on urban and rural surrounding has been launched. Comprehensive control on Mianhua Island of Dalian Chemical Group and Lixia River has been completed. Small mines of Ganjingzi District were all closed up. Construction of the burning plant for urban living wastes was sped up, and that of the sewage treatment plant of Lingshui River was launched and put into operation. Construction of the sewage treatment plants, such as the 2^nd phase project of Malan river and Xiajia river was carried out smoothly. The collective treatment rate of urban living wastewater was raised by 10 percent. Dalian has passed the countercheck-and-accept for its status as the State Model City for Environmental Protection. Moreover, Wafangdian City (couty-level) has been granted the status of State Model City for Environmental Protection, and Changhai County is also passed the check-and-accept for its establishment of State-level Eco-Friendly Demonstration Area. Suoyu Bay Park is fundamentally completed, and 6 parks including Xijiao Forest Park have basically taken the shape. 780,000 trees have been planted in urban area, and public green land of 1.5 million square meters is newly laid out. The annual task set for 5 large forestry projects were fully completed, and the ecological standard of forestry has been noticeably enhanced.

 

 

All social undertakings progressed in every aspect. The education system in both urban and rural areas has realized harmonious development. With RMB 130 million Yuan financed by the municipal and county-level government, the compulsory education in rural area became free, and the public outlay of rural primary and middle school was increased to the standard level. The first group of primary and middle school teachers was sent to rural area. The new school houses for No.15 middle school and Dalian Computer Technique Training School were completed. The old school building of Dalian No.1 and No. 24 middle school were restructured, and 6 vocational education training bases were set up. Management of the cultural market has been enforced, and programs of 100 day campaign against piracy and Culture Dalian have been carried out and received good social benefits. The digitalization of cable television has been completed in 450,000 households, and Dalian was elected as National Demonstration City for Digitalized Cable TV. The public healthy system is steadily improved, and the construction of infectious disease hospital and disease prevention and control center has been sped up. The percentage of rural residents¡¯ participation in the new type rural cooperative medical treatment has reached 87 percent, and Dalian passed the countercheck for National Hygienic City. Policy-complying birth rate is 99.73 percent and the natural population growth rate is negative 0.04 percent. The mass amateur sports and competitive professional sports achieved new progress, and Dalian has been selected as a full member of International Marching League. More efforts were given to production safety. We carried out special programs to address safety problems, closed a number of enterprises that did not meet the requirements of safe production according to laws. Better achievements were gained in our work concerning press and publication, ethnic and religious affairs, civil defense, overseas Chinese affairs, Taiwan relationship, women and children, the handicapped, senior citizens, militia and reserve forces.

 

Common people benefited from the fruits of development and life quality of the people was advanced. RMB 4 billion Yuan out of the municipal and county-level fiscal revenue has been put into people's livelihood, which brought benefit to almost 3 million people. 160,000 people in urban area got reemployed and the registered unemployment in urban area has been dropped to 2.9 percent. Year 2006 saw the supply of guarantee loan of RMB 150 million Yuan to those self-employed startups. Additional expenditure of RMB 960 million Yuan was spent on increasing the standards of the subsistence allowance for the urban and rural poor, of the retirees¡¯ pension, the unemployment insurance, of subsidy for the most needed and of awards to urban and rural families that sent their sons to serve compulsorily in the army. The minimum salary standard in enterprises has been increased, and the salary system for government employees has also undergone reform. We made measures on the medical treatment for urban poor, and made the policy of medical insurance and work injury insurance for peasant workers. We also established the policy of heating fee subsidy for retirees from enterprises. About RMB 2.6 billion Yuan has been invested into constructing 10,000 units of economically affordable houses, and the first group of almost 4,000 needy households got the qualification of applying for purchase. The scope for the affordable-leased houses has been widened. Subsidy of RMB 22.5 million Yuan taken out of the municipal and county-level fiscal revenue was spent on repairing and restructuring the dilapidated houses for 1,500 needy households in rural area. 40 rest homes for senior citizens in urban and rural area have been established and expanded, with 2,594 beds additionally available. 25 homes for the aged in rural area have been newly set up. To ensure the safety of food and drug for the people, the localized management responsibility system for food safety has been implemented and the supervision over the drug market was tightened.                

 

 

Views on Developing Dalian into a City of Civilization and Constructing a Civilized Dalian 2006-2008 has been issued and implemented. The campaign of publicizing and educating people with Socialist Outlook on Honor and Shame has been carried out in depth. A group of advanced models such as Mr. Zhao Zhenjin, a State Outstanding People's Policeman, have emerged in multitude. We intensified activities to promote mutual support between the military and civilian sectors, and the program of military spouses working in communities was highly praised and spread as a model by CPC Central Military Committee and CPC Publicity Department.

 

The construction of democracy and legal system has been enhanced. The Municipal Government and its departments willingly accept the legal and working supervision of the local people¡¯s congress and its standing committee. We carefully enforced decisions made by the People¡¯s Congress, stuck to the rules of reporting important events to the standing committee of the Congress, conscientiously accepted democratic oversight of CPPCC and reported important issues to CPPCC for suggestions, to encourage democratic parties, industrial and commercial association and persons without party affiliations to participate in and discuss government affairs. 1,691 proposals from the local people¡¯s congress and CPPCC Dalian Committee have been handled and settled, for which satisfaction rate reached 98 percent. The communication and connection with labor union, communist youth league, women federation and other mass organizations have been strengthened, which facilitate the government to better listen to and understand the common people¡¯s views and suggestion on the government¡¯s work. 

 

To implement and carry out The Implementation Outline on Comprehensively Pushing Forward Administration according to Law, the municipal government launched the program Year of Administrating at the Grassroots Level according to Law and set up demonstration unit for administrating according to law. Effects have also been achieved from the works on controlling and dealing with the cases of commercial bribery, and proceeding with rectifying and addressing disorders. There are RMB 352 million Yuan generated from increasing revenue and cutting expenditure. We fully pushed forward construction of prevention and control system for public security, severely strike and intensively prevent various kinds of law violation behaviors and crimes, actively guarded against and settled all kinds of conflicts and unstable factors. The People¡¯s Intermediation and Control Center ¡°12348¡± was established and started its operation. 

 

Reform on administrative system and innovation on government management have been advanced. The administrative and law enforcement management system has been adjusted. The public affairs emergency management organs at both the municipal and district levels have been put into place, and systems of the plans for rapid response to public emergencies at various levels have been basically established. Additional 135 administrative approval items have been further cut down. One-stop service style was gradually improved and the application fields for e-governance and administrative service on line has been further expanded. Working mechanism and system for the administrative transparency is gradually completed. Through concentrative cleansing, nearly 50 percent of municipal-level inspection, standardization, and appraisal and award-granting activities has been called off and adjusted. The contingent construction of civil service men was obviously strengthened, with the complaint rate dropped by 37 percent. Administrative supervision and inspection works have been reinforced. A majority of petition letters and visits have been properly handled, and the total volume of petition letters and visits has been considerably dropped. ¡¡

 

 

Fellow deputies, we owe each achievement made by the government in 2006 resulted to the correct leadership of CPC Liaoning Provincial Committee, Liaoning Provincial Government and CPC Dalian Municipal Committee, to the supervision and support of Dalian Municipal People¡¯s Congress, CPPCC Dalian branch and all democratic parties, to the close concern and warm hearted help of the former leaders, as well as to the concentrated efforts of friends from all walks of life home and abroad and hard work of all the citizens. On behalf of Dalian Municipal Government, I would now like to express the sincerest thanks to deputies of the People's Congresses, to members of the CPPCC committees, the democratic parties, the federations of industry and commerce, to persons without party affiliations, mass organizations, to retirees for their care for and support to our work, to all the central government institutions in Dalian, the People's Liberation Army and the Armed Police as well as other provinces and municipalities¡¯ agencies in Dalian for their support for our work, friends home and abroad for their care for and support to the construction and development of Dalian, and people from all walks of life home and abroad for their support and oversight.                                 

   

While acknowledging our success, we are clearly aware of the problems existing and the gap between developed cities and us. First, the economic restructuring is not complete, the growth pattern does not change totally, and core competition of enterprises is not strong enough. Second, there still is strong public concern over the difficulties in employment, getting medical treatment, social security, and housing, and some people still live a life under average standard. Third, there are still several weak links in urban construction management, and the problems of traffic jam that need urgent solutions. Fourth, the investment environment needs to be further improved. There are still phenomenon of inadequate service and inefficiency in a few government departments. The municipal government pays greatest attention on these problems and will take effective measures to solve.

 

 

In the year 2007, we are confronted with new development opportunities. More support will be given to the rejuvenation of Northeast Old Industrial Base by the State. The development strategy of prospering the province through coastal economy will be accelerated by CPC Liaoning Provincial Committee and the Provincial Government, and exploitation and opening up of five coastal cities and one road linking them will be sped up, which provides new drive for our further opening-up. It will lay a solid foundation for our city's future development through the set-up of Dayao Bay Bonded Port Area, the upgrading of core functions of the international shipping center, and the propelling of construction of the new-type industrial bases and key infrastructure. Meanwhile, we need to be clearly aware that indefinite factors increased in the economic and social development emerging after the transition period of China's entering WTO, that development of peripheral cities accelerated, and that centralization direction of various industrial factors changed. Therefore, we need to actively adjust ourselves to adapt the new situation, to firmly set up senses of responsibility and pressure to promote development, to strive to make progress and struggle hard, and to push forward a sound, smooth and fast economic development.

 

The overall requirements of the municipal government in 2007 are: to closely follow the guidelines set out at the 16th CPC National Congress and the all the sessions of 16th central committee and the national economic work meeting, the 2nd session of the 10th central committee of CPC Liaoning Provincial Committee and the economic work meeting, to fully implement the scientific outlook on development, to firmly seize the dual opportunities of Northeast Old Industrial Base rejuvenation and coastal opening-up, to fully implement the strategy of port, industry, science and education and favorable policy oriented development, to adjust economic structure and change patterns of growth, to pay more attention to resource saving and environment protection, to speed up opening-up and independent innovation, to give top priority on improving people's lives and construction of a harmonious Dalian, to go all round to propel the construction of International Shipping Center, new-type industrial base and a new socialist countryside, and to lay a more solid foundation for the all-round rejuvenation of the old industrial base. Main targets are as follows: GDP should increase by over 13 percent, energy consumption for each RMB 10,000 yuan of gross domestic product should decrease by 4 percent, volume of main released waste should be lowered by 4 percent, urban per capita disposable income and rural per capita net income should increase by 13 percent, urban registered unemployment rate should stay within 3.5 percent, locally collected revenue should increase by over 15 percent,  investment on fixed assets should increase by over 20 percent, consumer goods retail in the whole society should increase by 13 percent, total import and export volume of foreign trade should increase by 15 percent, and foreign investment utilization should increase by at least 20 percent in real terms.

 

1. Accelerating the construction of the bonded port area and comprehensively enhancing the radiating functions as an international shipping centre.

 

The construction of the bonded port area will be accelerated in accordance with the advanced international standards. It will be planned at a higher starting point, constructed with higher standard and operated with higher efficiency so that the Dayao Bay Bonded Port Area will take the lead in passing the state examination and realize the goal of entering into operation in the first half of this year. Meanwhile, innovative steps will be taken in improving the port administration system, customs supervision and management, port operation and management, and the system of attracting foreign investment. We will make full use of the preferential policies and functional advantages in the bonded port area to enlarge the radiating space of port functions and ensure our leading role in the opening up.

 

We will also strengthen the infrastructure construction of the core port area in Dagushan Peninsula, Dayao Bay, Nianyu Bay, Dalian Bay and Changxing Island to meet the targets that the investment of the port projects will reach RMB 7 billion Yuan and the newly-increased cargo handling capacity will reach 14 million tons. The construction of 4 berths for the 2nd and 3rd phases of the Dayao Bay Container Terminal will be completed while a new 300,000-ton crude oil terminal, a new business centre in the bonded area and an international cruise centre in the eastern port area will be put into construction, all which will help to boost the development of the north bank of Dayao Bay. The construction of 3 common-use berths in the public port area of Changxing Island will be completed and the projects regarding breakwater and public passages will be sped up.

 

We will accelerate to build a convenient distribution and transportation system, and raise the customs clearance efficiency. We will finish construction of the main part of Dayao Bay Shugang highway and three other high ways, the untwining line of Jinyao railroad, and Dalian Bay railroad reform project. Construction of Binhai road will be accelerated, and projects of Dayao Bay railway central station and railway and highway of Changxing Island will be launched. We are to take positive steps in expanding domestic and international air-routes. Priority will be given to opening up air-routes to destination in Europe and America, and efforts on increasing the frequency for flights to Japan, South Korea and Russia will be strengthened. We will coordinate and integrate resources of port information to boost the E-port construction.

 

 

We will speed up industrial restructuring, optimize industrial space layout and upgrade traditional industry by using new and high technology. We will develop competitive industries such as modern equipment manufacturing, shipping, petrochemicals and electronics. Great efforts will be put into the development of petrol chemical by products, into speeding up the construction of Dagushan petro-chemical industrial park, and into promoting the development of Dalian Bay base for equipment manufacturing. We will speed up construction of a number of key industrial projects, such as Cosco Shipyard, heavy equipment of China International Marine Containers Group, 300,000 gear-boxes of Volkswagen, ship used cranks of DHI¡¤DCW Group, etc. We will finish the annual tasks set for the move and relocation of Dalian Chemistry Group, Dalian Steel Group and Dalian Cement Group.

 

We will accelerate the development of new and high technology mainly in mass integrated circuit and software. All necessary conditions need to be made available for the construction of GSI bases. We will speed up construction of micro-electronic base and semiconductor lighting industry, give more support by favorable polices, create better talent environment, foster key software enterprises with over 10,000 staff members, and introduce more enterprises listed in Fortune 500 in the world. We will accelerate to construct Tengfei Software Park, Neusoft International Software Park, Qixianling Industrial Base, Huangnichuan Software Park and Lvshun University Zone, aiming to build Lvshun south road industry belt into the largest and world advanced software industrial base. The software and information service industrial production value and export volume will both increase by over 50 percent.

 

Efficient measures will be taken to promote the development of recycling industries. We will launch sustainable economy model project, put scientific and technological advances to practical use in energy saving and replacement, and comprehensive use of waste materials, promote clean production and energy saving, accelerate development of seawater desalting and recycling of waste water, establish responsibility and encouragement systems on energy-saving and strengthen management of major resources consumption enterprises especially in petrol-chemical and power areas.

 

 

The improvement of rural economy structure should be led by industrialization, based on agricultural modernization and supported by urbanization. We will maintain consistency in government policy and increase spending to expand intra-county economies, speed up constructions of intra-county industrial parks to promote the intensive and scale management of intra-county industries, and strive for the goal that two counties will list in Top 100 counties in China.

 

We will accelerate the development of modern agriculture. We will push ahead 6 large-scale projects in fishery, reach an output of 1.33 million tons in seawater aquaculture, newly plant 200 thousand Mu of high grade fruit trees, set up 100 outstanding orchards, increase 100 pasturage fields and complete construction of 100 thousand Mu (unit of area) of vegetable planting fields. 240 standard agriculture model districts will be built up with the standard production rate of major agricultural products reaching 70 percent.¡¡Great efforts will be put to develop agricultural facilities. We will further complete systems of putting scientific and technological agricultural advances into practice, and speed up construction of 30 rural technologies advancing stations. We will transfer 30,000 people to rural labor force, promote development of 50 leading enterprises processing agricultural products, propel construction of 40 advantaged agri-products bases to complete the industrialization management on agriculture, and newly set up 100 economic cooperation organizations for peasants. We will establish a sound retail distribution system for agricultural products, hold various forms of Peasant-to-Business activities, develop outwards-oriented agriculture and speed up the process of agricultural internationalization.

 

Key projects for building new countryside should be carried out. We will keep pushing forward project of Top 100 Model Village, strengthen comprehensive management of rural areas, and build ecologically and culturally advanced villages. 50 drinking water projects will newly be built to ensure the drinking safety of 100,000 people. We will implement rural electrization project, continuously carry out information-oriented activities to enrich rural people. 100 information stop at village level will be newly set up. We will support the leading rural enterprises to participate in the construction of new socialist countryside by means of village-company joint construction and stock cooperation, implement the culture promotion plan on theme of ¡°harmonious countryside¡±, and improve the comprehensive quality and civilized level of peasants. We will intensify poverty alleviation, do a good work on migrants¡¯ relocation and help low-income people to get on a road to prosperity.

 

 

We will establish a regional international financial center and encourage industries of banking, insurance, future, security and trusts to grow stronger and larger. We will establish Xinghai Bay financial business area with high standard, support the cross-regional management of Dalian City Commercial Bank,  support in all round the listed industrial future products of Dalian Commodities Exchange, and build up the largest commodities future exchange center in China.  Financing service for small and medium-sized enterprises and small loans granting will be continued. We will expand direct financing and boost more enterprises to go public.

 

Modern logistics system will be established. We will speed up construction of Northeast free trade logistics network, set up Northeast Asia resource oriented commodities distribution center for oil products, natural gas, and foodstuff. We will build a container distribution station, a logistics information platform to form a cross-regional distribution center. We will promote the construction of sea-rail joint transportation, CPS, bonded logistics center and north-east railway container central station. We will nurture and develop shipping service industry in areas of arbitration, compensation and insurance, introduce and foster key logistics enterprises to attract headquarters of more large-scale shipping and logistics enterprises home and broad to settle in Dalian.

 

We will vigorously carry on international outsourcing and firmly seize the opportunity of outsourcing transfer of developed countries to energetically develop information service industry. We will set up an offshore outsourcing industry contingent, with Dalian Software Park outsourcing base as the center, integrate land and building resources of Dalian High-tech industrial park and the 4 districts in the city to further strengthen infrastructure construction in accordance with international standard. We will provide more training and strengthen talents attraction, invite investments for modern service industry in an all-round way. More efforts will be given to attract international magnates to transfer their background service to Dalian to make it a World Office located in a good environment, equipped with advanced facilities, full of senior talents and dense headquarters.

 

We will upgrade tourism and exhibition industry to meet international standard. We will focus on 10 major activities of summer ¡°3S¡± such as Golden Pebble Beach Golden Coast to promote the rapid development of tourism. We will develop a name brand exhibition and spare no efforts to successfully hold World Economic Forum on Growth Annual Summit of Global Growth Companies.

 

Modern business style will be further developed. We will build business blocks such as Changchun Road and Tiger Beach Fishing Village and renovate various markets. 1000 agricultural materials shops will be built and 8 large wholesale markets for agricultural products will be reconstructed.

 

 

We need to set up sense of pressure and responsibility, play a leading role in opening-up and construction of Liaoning coastal economical belt and take advantage of pioneering zone to introduce key high value-added industrial items from international companies to enhance the  industry density. We will grasp the opportunity when China and Singapore governments jointly exploit Changxingdao Island industrial zone, take efforts to propel the infrastructure construction of Changxingdao Island port and the introduction of ship building and petrol chemistry, etc., strive for the investment invitation work for Huayuankou industrial zone. Officials of all districts, county-level cities and counties should always be conscientious about opening-up, strengthen sense of responsibilities and put into effect the responsibility system at all levels to ensure the development of industrial parks and a new step on investment utilization the whole year through introducing foreign capital and constructing key projects.

 

We will strive to improve opening-up level. A new comprehensive examination and appraisal system will be carried out for foreign investment utility to promote the combination of foreign investment utility and industrial development strategy and a group of key foreign investment projects, regional headquarters, research and development institutions and purchase distribution center will be introduced. We will make brand new breakthroughs at introducing world Top 500 enterprises and other large-scale multinationals, strengthen domestic investment attraction in accordance with bilateral opening-up principle and reach 30 billion of domestic investment.

 

We will increase the exports proportion of high-tech products such as software, biopharmaceutical product, electronic information and precision machine tool and mechanical and electrical products. In addition, we will increase added value and technology in general exports, speed up the strategy of Going Out, encourage, nurture and lead the enterprises with powerful economic strength, with its own brand and having overseas market to go abroad to join the international competition.

 

 

We will fully complete the reform of large state-owned enterprises, launch pilot reform on factories, solve long unsettled problems in history and support DHI¡¤DCW Group to reshuffle and list. We will establish a sound legal entity governance structure and enhance state capital operation capacity.

 

We will promote fiscal, finance and investment system reform, accelerate public fiscal system construction and exert great efforts to establish a rural financial service system. We will increase the sustainable fiscal growth and insurance capability at all levels of districts, county-level cities and counties, and focus on construction of the rural financial service system. We will improve diversification investment mechanism and raise construction funds through a variety of channels. We will further standardize the licensed operation mode of urban public infrastructures, gradually enlarge the scope that carries out System of Development by Commission, and facilitate the marketing of operational municipal utilities.

 

We will strengthen private economy by further optimizing development environment and implementing supporting policies. We will launch a project for enterprise innovation and build business startup base and public service platform. We will continue to take care of the project called ¡°Three Ones¡±, commence construction of the base for enterprise innovation and business creation and the public service platform, and endeavor to solve the problems for private enterprises such as difficult financing, hard business creation and lack of talents. We will quicken the fostering of a number of leading private enterprises with strong competitiveness who own key technology and self-made brands and training a number of private entrepreneurs who have creative sense and social responsibility.

 

 

We will vigorously nurture innovation bodies. Enterprise will play an important role in technology innovation and science and technology development. We will carry out 10 key independent innovation projects such as digital control, electro-optics, new energy and bio-engineering. 1 million sq meters of enterprise incubator and 1000 incubated enterprises will be increased. 10 R&D centers in combination of manufacture and research will be set up and 20 state indigenous innovated enterprises pilot projects will be improved. We will set up digital control technology research institute and software engineering technique research center, foster and develop 100 service agencies, launch overseas technology innovation service platform and realize a sum of RMB 500 million yuan financing fund.

 

We will create a sound environment to encourage and support innovation, increase spending on science and technology and improve capital efficiency. We will improve our capacity for creation, protection and mobility of intellectual property with a rise of over 30 percent in patent applications, continuously implement the brand strategy, and put great efforts on fostering name brand products.

 

We will intensify development of a well-trained innovation workforce, while formulating a policy for high-level talents. A group of talents with independent innovation will be trained and introduced to meet the needs of competitive industry and key projects. We will build up talents training base, and strengthen the construction of post-doctor station and science and research base.

 

 

We will strengthen urban infrastructure development. The second phase of Xianghai power station will be finished, urban heating area will increase by 2.2 million sq meters and residential gas users will increase by 30000. We will start diversion works from Dahuofang reservoir, renovate and expand Jinzhou Qingshan waterworks and Sandaogo waterworks, complete water supply project in south road of Lvshun, complete the reform projects of main squares and artery roads.

 

Urban administration will be improved. The urban administration will be strengthened in accordance with the principle of focusing on construction and administration. We will improve the urban administration system, identify the administration responsibilities at the three levels of city, district and street, and make a strict urban administration and enforcement. We will consolidate and develop the outcome of integrated administration of on-street businesses and outdoor advertisement billboards to provide a beautiful, neat and orderly urban environment for the citizens. We will better information system for urban administration and enhance its efficiency. We will strictly carry out the policy for land development and utility and implement three systems: division of marine functional zones, waters right management and use of waters with compensation, and start the 2^nd cleaning up of southern sea area.

 

Strictest environmental protection will be carried out. We will intensify environment control and ecological environment protection. 3 sewage plants will be completed such as the second phase of Malan river project, and the garbage treatment plant will be built. We will make comprehensive improvement for the region polluted by smoke and dust by demolishing 150 boilers, an additional 3 million square meters was linked to the main heating network. We will complete the demonstrative seawater-heat pump project at the business district in Xinghai Gulf, and promote the environment-friendly housing mode adopted by Dayouyiyuan Community. We will strengthen to monitor and prevent from marine environment pollution. We will do a good job in urban landscaping with coverage rate reaching 43.3 per cent. We will fully push forward the construction of the five ecological forestry projects including coastal shelter forest.

 

 

We will give a high priority to education, improve compulsory education and vocational education in all aspects and strengthen the construction of practical training base. We will promote the harmonious development of urban and rural education, improve the mechanism to guarantee funding for rural primary and secondary education and standardize the rural school equipment. We will increase spending on training of primary and secondary schools¡¯ teachers and more teachers will be sent to support rural area. We will establish and improve the rural primary and secondary school bus system, and build boarding schools in mountain areas and islands where the traffic is not convenient. We will endeavor to support the quick development of high schools in Dalian and facilitate their school running levels up to a new stage.

 

We will steadily and actively propel the reform of culture system, prosper culture cause and develop culture industry. We will refit and make a good use of the Nature Museum, People's Theatre and the other public culture-related places. Construction of Citizen's Culture Square and Art Gallery will be launched, and the pre-phase work of Han Grave Museum, Garment Museum, Science and Technology Museum and Music Hall be accelerated. We will strengthen culture spreading to rural area and organize professional art bodies directly under the city administration to go to perform in grass roots. We will also improve the supervision of cultural market, insist on prohibiting illegally operated Internet bars, and make a severe strike on the crime of pirate production and sale. We will actively promote the construction of country cultural facilities with a focus on the construction of comprehensive culture stations at village and town levels.

 

We will complete the Three-Year-Layout of public sanitation system. 50 million Yuan will be increased by the government to further enhance the rural medicare standard. Construction of community sanitation service system will be quickened. More efforts will be given to solve the problem of shortage of medical staff. We will put more emphasis on patriotic public health campaign to push ahead healthy city construction. We will keep the birthrate low and strengthen the management of family planning and service among the floating population.

 

We will carry out extensive mass fitness programs to strive to raise the standards of our competitive sports. Investment will be increased to build more rural and urban gyms and exercising facilities, and to press the process of social opening of sports facilities at institutions, schools, enterprises and institutes. We will launch the Sport Center program and construction of the Stadium, and go all round to hold the International Marathon Games and International Marching Convention.

 

Work related to broadcast and video, race, religion, overseas Chinese, Taiwan, civil air defense, the handicapped, the militia and reserve forces will continually be well carried on.

 

 

To secure and improve the lives of the people is the most important work for the government. We will pay more attention to the issue of improving the lives of the people, starting with the practical problems concerning public interests that the people are most concerned about and that affect them most directly, trying hard to solve more problems, do more substantive work for the masses. 18 projects will be done this year by the government to improve the lives of the people, and give great emphasis on 7 aspects.

 

We will implement proactive employment policy. The urban employment staff shall reach 14,000 the whole year, among which 60 thousand get steady jobs and 15,000 are self-employed. Employment assistance work system will be completed. We will solve the employment problems of the aged people who are difficult to be employed and the families with no employed members who have working ability and wish to be employed. We will fully promote the training system of generalized preferential treatment in custom duties, build a vocational public practice and training base, and quicken the training of highly skilled talents. We will direct and encourage the college graduates to work in grass roots and become self-employed to increase employment rate.

 

We will continually implement free rural compulsory education policy, and complete education system for urban low-income families and peasant workers¡¯ children, and also complete the aiding system from compulsory to high school education, and there will be not one student from low-income family who drop out because of poverty.

 

Great efforts will be put on the difficulties and high cost of getting medical treatment. We will make Medical Treatment Measures for Dalian Rural Low-Income Residents, implement reduction and exemption of medical fees for the poor people with low subsistence, and set up a communication system between hospitals and community medical institutions.

 

We will strengthen social security work. We¡¯ll set up medical insurance system for college students and primary and middle school students, facilitate the medical insurance system for urban employees to be extended to urban residents, newly build 16 rural regional retirement houses, and carry out retirement subsidy policy for the urban low-income senior citizens. We will launch the construction of recovery center for urban orphan and disabled children and set up a system of charity career development to encourage the whole society to help the poor.

 

We will solve the housing problems for the masses. A coverage of 500,000 square meters of affordable houses will be built to provide more housing resources for the mid to low income families. A fund of 10 million Yuan will be collected as low rent subsidy for low income families. Effective measures will be taken to gradually control rocketing of houses¡¯ price, and help will be provided on the houses¡¯ rebuilding of 1500 rural poor families.

 

We will strive to solve the traffic difficulties for the people, carry out the policy of bus priority and launch the BRT (Bus Rapid Transit) project. We will quicken the construction of the Bus Rapid Transit line from Xinggong Street to Zhangqian Road, complete the east line reform project of No. 201 trolley car rail, broaden Huanghe road, middle line of Changchun road and other main roads, and build pedestrian bridges and underground passages at crowded sections.

 

We will launch the construction of City of Food Safety. Great priority will be put on grain, vegetables, raw meat, sea food and meat products, we will intensify law enforcement, strengthen construction of inspection and supervision system, improve market access system for agricultural and by products, and set up a precaution system to ensure that the citizens can eat clean and healthy food.

 

 

We will reliably set up Socialism Outlook on Honor and Disgrace, and widely implement moral construction on society, occupation and family. We need to do a good a job on cultivating ideals and ethics among the young people, raising the overall moral and cultural quality of the citizens. We will intensify activities to promote mutual support between the military and civilian sectors and their cultural and ethical programs to forge solidarity between the military and the government and between the military and civilian sectors to regain the honor of Model City.

 

We will intensify democracy and legal system. We will implement Supervision Law in depth, consciously receive the legal supervision and work inspection from the People's Congress and its standing committee, adhere to the system of reporting important issue to the standing committee, and let the door wide open to suggestions and advices from the representatives of the people. We will consciously receive the democratic supervision from the Chinese People¡¯s Political Consultative Conference (CPPCC) and the democratic parties, and democratically negotiate with CPPCC on important issues. We need to do a good job on the transaction of suggestions from the representatives of the people and on proposals from CPPCC. Education in the law will be further expanded. Work on legislative service and assistance will be improved. We will strengthen the functions of urban and rural folk autonomic organizations, promote construction of harmonious communities and the sound development of all kinds of folk organizations, and complete the work concerning the 9th village committees¡¯ elections at expiration of office terms in the whole city.

 

We will straighten out and perfect the emergency management organizations and institutions, complete rapid response plan, establish an rapid response information system, with the city emergency information platform as the center, on which information is connected and shared, improve the material reserve and fund guarantee system, and establish a uniformly conducted and organized rapid response contingent consisting of experts and rescue staff.

 

Greater priority will be given to production safety. We¡¯ll speed up the setting up of regional constitution system on production safety, reinforce construction of supervision institutions on production safety at township level, and fully implement responsibility system for production safety, carry out more special programs on safe production, and tenaciously restrain all kinds of accidents from happening.

 

We will maintain social stability. We will do a great job handling with people's petitions made via letters and visits, positively prevent and appropriately deal with incidents of mass participation, and improve all facets of public security. We will strengthen the comprehensive improvement of social security, improve the social security prevention and control system, make a severe strike on illegal and criminal activities, and positively solve and mediate disputes on purpose of maintaining a stable society and building a peaceful city of Dalian.

 

 

Fellow deputies, the year 2007 is a key year in our city's economic and social development. New goals and tasks raise higher standards and requirements for the government's work. Therefore, we need to strengthen the government's self-construction, further improve administrative capability and administrative efficiency. The People's Municipality is determined to implement the construction of Year of Administrative Efficiency.

 

 

We will deepen administrative examination and approval system reform, continually cut down or adjust approval subjects and improve approval efficiency. We will improve examination and approval efficiency by the implementation of accepting at one window, optimization of working flow, transaction and fulfillment within specified time. We will absolutely prohibit setting up unnecessary examination and approval items in disguised forms.

 

We will improve public service system, complete the administrative and civil service center integrated by centers at city, county, township and village levels, summarize and spread the successful experience in Transaction Agency System, and provide convenience to the most extent for rural and urban residents.

 

We will reinforce social management and public service capability. The governments at all levels shall improve the social administration and public service system, increase fiscal investment, put more efforts into promoting social development and improving the lives of the people, and carefully handle with the mattes concern the interests of the most people.

 

 

Government's administrative intervention to enterprises will be reduced. We will rigidly standardize administrative law enforcement, set up and implement examination and approval record system. We will straighten out and regulate various kinds of charges, inspection, appraisal and awarding activities to reduce the burdens of enterprises.

 

We will actively solve the problems of the people, resolutely improve the working efficiency by the implementation of service commitment, responsibility by its first-inquiry, informing once for all and fulfillment within specified time, implement a Prolonging Allowance System at designated departments and approval sectors, strictly execute the regulations of Eight-Prohibits, and solve the problems including the long time and low efficiency when the enterprises and citizens deal with government departments.

 

We will set up powerful efficiency supervision system, intensify functions of supervision departments, and fully implement administrative efficiency supervision to ensure the smooth going of government orders. The departments and individuals who make weak enforcement, push around each other, have low efficiency, delay opportunities and cause severe losses and bad impacts will take relevant responsibilities and be given a serious governmental disciplinary punishment. Government effectiveness will be fully supervised by public comment and appraisal on government work style. All city-level administrative complaint institutions will be integrated to establish Dalian Administrative Complaint Center to provide a smoother suing channel for the public and strengthen the oversight of government departments.

 

 

We will complete the decision mechanisms in combination of making collective decisions on major issues, soliciting opinions from experts, keeping the public informed and holding public hearing to upgrade the democratic and scientific level of decision-making.

 

We will implement the policy government¡¯s transparency, let the public obtain and make use of government information resources more conveniently, take the most concerned issue in the public as the emphasis in transparency to make government affairs more public.

 

We will set up scientific performance appraisal system, in means of a combination of interior examination, public appraisal and expert evaluation. We will introduce ISO 9000 Quality Control System to important departments and press ahead the rebuilding of government work flow process to set up a government with high administrative efficiency, and standardized operation and service.

 

 

We will improve the comprehensive quality of civil servants. All civil servants need to learn earnestly modern economy, science and technology, social management and laws, learn more theoretical knowledge related to work, set up global sense and strategic thinking module, improve the skills of controlling market economy, and learn how to implement the scientific outlook on development and how to serve the people.

 

Work style will be improved. We need to do our own jobs creatively, keep in mind our obligation to run the government for the people and do everything for their benefit, need to observe the political disciplines and never violate them, so as to ensure all kinds of work being truly implemented and to improve performance and public credibility.

 

We will intensify building a clean and honest government, strengthen restriction and supervision of public authority to prevent and control corruption from origin, and set up a strict supervision and authority restriction system on the key areas of state-owned assets transfer, real estate development, government procurement and others. We will further carry out special programs on striking commercial bribes to prevent some cadres from gaining personal interests by taking advantage of power. We are determined to rectify unhealthy conduct that affects the interests of the people, and resolutely deal with all breaches of the laws and disciplinary regulations.

 

Fellow deputies, we are confident when standing on the new historical start point and looking at the future of our development. We are proud of being able to serve 6 million citizens in such a historical period full of opportunities and challenges. We will live up to the expectations of the public, shoulder all responsibilities, and brave all difficulties in an indomitable and innovative spirit to strive for the fulfillment of all the tasks of this government and hand in a satisfactory answer sheet to the citizens.

 

Fellow deputies, it is a glorious mission that the history bestowed us to take the lead in the all round rejuvenation of Northeast Old Industrial Base and the construction of an important international city in Northeast Asia. Let us closely unite around the Central Committee of Communist Party of China with Comrade Hu Jintao as General Secretary, fully implement the scientific outlook on development, promote a sound and fast economic development and accelerate the construction of a harmonious city of Dalian under the leadership of CPC Liaoning Provincial Committee, Liaoning Provincial Government and CPC Dalian Municipal Committee to meet the successful convening of the 17^th People's Congress with excellent achievements.
