Responsibilities
Xing Liangzhong is responsible for port, foreign economy and trade, customs clearance, construction of soft investment environment (assisting the executive deputy mayor), etc. He is in charge of the Foreign Trade and Economic Cooperation Bureau, the Traffic and Port Management Bureau, the Quality and Technical Supervision Bureau, the Port Authority, the Economic and Technological Development Zone, the Bonded Area, the Taiwan Affairs Office and the International Cooperation Company. Xing also coordinates different departments including airports, railways, Customs and the Entry-Exit Inspection and Quarantine Bureau, etc.

Xing Liangzhong, a graduate with a Master’s in management engineering from Dalian University of Technology, was born in Rongcheng, Shandong Province in March 1950. He is currently deputy mayor of Dalian.
Xing Liangzhong served successively as vice-director and deputy Party secretary of Dalian Steel Factory, deputy chief of Liaonan inspection team of Party Rectification Office of the CPC Liaoning Committee, deputy Party secretary and vice-director of Dalian Port Management Committee, Party secretary and director of Dalian Port Management Committee, deputy director of Administrative Committee of Dalian Economic and Technological Development Zone, director of General Office of the Bonded Area, Party secretary and director of Administrative Committee of the Bonded Area, deputy Party secretary and vice-director of Dalian Economic and Technological Development Zone, Party secretary and director of Planning Committee, Party secretary and director of Dalian Development Planning Committee. Xing was elected deputy mayor of Dalian Municipal Government in January 2003.
