| Zhang Jixian is responsible for the work of public security, justice, social stability (assisting the First Deputy Mayor). He is in charge of Dalian Municipal Bureau for Public Security, Municipal Justice Bureau, Municipal Bureau for State Security, and Municipal Bureau for Complaints. |

| Zhang Jixian, male, born in Dalian in August, 1950, is a graduate from Dalian Technology University with a Masterate on Science. He is currently the Deputy Mayor of Dalian Municipal People’s Government, and Secretary of the Party Leadership Group and Director-General of Dalian Municipal Bureau for Public Security. |
| Zhang Jixian successively served as the Section Chief of Labor and Salary Department and thereafter Vice General Manager of Dalian Chemical Industry Corporation, Deputy Director-General and thereafter Director-General of Dalian Economic Committee, Deputy Party Secretary of Dalian Industry Committee, Director-General of Municipal Trade and Economic Committee, Party Secretary of Dalian Industry Committee, and Secretary of the Party Leadership Group and Director-General of Dalian Municipal Bureau for Public Security. In September, 2004, he was appointed the Deputy Mayor of Dalian Municipal People’s Government, and Secretary of the Party leadership Group and Director-General of Dalian Municipal Bureau for Public Security.
